Hawaii collection agencies registering with the Department of Commerce and Consumer Affairs must file and maintain a surety bond under Chapter 443B. The first office in the State carries a twenty-five-thousand-dollar amount; each additional Hawaii office carries a fifteen-thousand-dollar amount. Collection agencies registering or maintaining registration under Chapter 443B for a principal Hawaii office and for each additional Hawaii branch office. Exempt out-of-state designation paths follow the separate PVL instructions for that status.
HRS §443B-5 and the current PVL registration requirements fix $25,000 for the first office in Hawaii and $15,000 for each additional office. Each office needs its own completed Form CA-02. The bond is payable to the State, must be issued by a surety authorized in Hawaii, and cannot be amended without the Director’s prior written consent.
Have an authorized surety complete Form CA-02 for the $25,000 main-office amount or the $15,000 branch amount that matches the office you are registering. Attach the original to the PVL collection-agency registration or branch application with the required fees, and keep a current bond in force for every Hawaii office. Maintain continuous coverage for all registered offices. Surety termination or cancellation is not effective unless the surety delivers notice to the Director and the agency at least sixty days beforehand. If coverage lapses, the agency must cease Hawaii collection activity until a compliant bond is again on file.

Section 443B-5 conditions the bond on promptly accounting for and paying clients the net proceeds of collections within thirty days after each calendar month, and on complying with Chapter 443B and related collection-agency duties.

Hawaii money-transmitter licensees under the Money Transmitters Act must accompany the application with a surety bond, irrevocable letter of credit, or other security the commissioner accepts. HRS §489D-7 fixes ten thousand dollars for the initial twelve months of licensure, then steps to five thousand or ten thousand dollars based on annualized money-transmission volume, while allowing the commissioner to raise the amount to as much as five hundred thousand dollars when financial condition warrants.

Hawaii contractor licensing through the Contractors License Board does not impose one fixed surety amount on every general or specialty licensee. HRS §444-16.5 authorizes the Board to require a specialty or general contractor—individual or corporate—to furnish a surety bond of not less than five thousand dollars after weighing financial condition and experience. When that bond is imposed, HAR §16-77-76 and the Board’s maintain-bond instructions control how long it must stay in force and when a waiver may be requested.

Every Hawaii notary public must execute a one-thousand-dollar official surety bond before entering upon the duties of the commission. HRS §456-5 requires a circuit court judge to approve the bond, after which the original is deposited with the clerk of the circuit court for the judicial circuit where the notary resides. The Attorney General’s Notary Public Office administers the commission, but the statutory bond filing path runs through the circuit court.
